Platforms like Swiggy, BigBasket, and Zomato are set to start delivering liquor, initially focusing on low-alcohol beverages such as beer, wine, and liqueurs. States including New Delhi, Karnataka, Haryana, Punjab, Tamil Nadu, Goa, and Kerala are exploring pilot projects for this initiative. Authorities are currently assessing the pros and cons of this approach, particularly since home delivery of alcohol is already permitted in Odisha and West Bengal.

According to one executive, this move aims to serve the growing expat community in major cities and to adapt to changing consumer preferences, where moderate-alcohol drinks are increasingly viewed as part of social dining. It also seeks to provide a better experience for women and senior citizens, who often find traditional liquor shopping less appealing.

"Online models provide complete transaction records, verify age, and comply with delivery limits. Additionally, these tech systems align with regulatory and excise requirements, ensuring adherence to delivery timings, dry days, and zonal restrictions, according to Dinker Vashisht, vice president of corporate affairs at Swiggy.

During the COVID-19 lockdowns, liquor deliveries were temporarily permitted in states like Maharashtra, Jharkhand, Chhattisgarh, and Assam, albeit with certain restrictions. Industry executives report that online deliveries have resulted in a 20-30% increase in sales in West Bengal and Odisha.

Rahul Singh, chief executive of pub chain The Beer Cafe, stated, “By allowing online home deliveries of liquor, states can improve consumer convenience, stimulate economic growth, and align with global trends while ensuring responsible and regulated distribution of alcohol.”
